Simple explanation
Germany is a federal republic made up of 16 Länder (states). Berlin is the federal capital. The country shares borders with nine neighbouring states and is part of the European Union.
Because Germany is federal, responsibilities are divided between the Federation, the Länder and local authorities. This is why procedures can differ between states and municipalities.
